Regarding the coordination problem, I wonder if there could be a way to anchor the rate of payouts using Solidity (or another smart contract language) on Ethereum or Hedera Hashgraph and tie that to the making payouts via API on the broker site (Robinhood or whatever).

The smart contract couldn't be broken once people entered it. Coordination problem solved.
